STATE SUMMER EBT SUN BUCKS APP

Summer Electronic Benefit Transfer Program for Children (Summer EBT), aka SUN Bucks, is a grocery-buying benefit for low-income families with school-aged children when schools are closed for the summer. More than 30 million children across America could benefit from Summer EBT if all states enact the program.

As part of the collaborative efforts with the Indiana DOE and FSSA’s Division of Family Resources (DFR), the Moser team created and launched a Summer EBT application in April of 2024. The purpose of this web-based portal is to have an interface for households who are eligible for free or reduced lunches, but are not receiving them or are not attending a CEP school, to apply for Summer EBT benefits.

Indiana Sun Bucks Success

43,000 applications were submitted via the web portal representing 96,500 children.
After reviews, 22,300 applicants were declared eligible and sent EBT cards.
Overall, Indiana had 585,000 children receive benefits, most were auto enrolled based on their free or reduced lunch status.
Our solution is scalable, in order to help much larger states process more children and help them reduce manual labor for determining eligibility.

Moser worked closely with both DFR and IDOE to:

Ensure compliance with FNS regulations
Allow applicants to easily submit their request for SUN Bucks
Create a Reviewer Portal for the application review and approval process
Implement business logic to check submitted applications for completeness and flag any as needed for reviewer follow-up
Automate a batching process to securely send student data to the EBT Card vendor for issuance
Assist with a Change of Address process

By doing this, Moser helped Indiana be one of the first states to issue Summer EBT benefits to its citizens and to support the closure of the 2024 benefits on time, at the end of the summer period.
